I don't see anything 'shallow' in that policy - it's a type of risk/benefit (or maybe 'risk/need') assessment, really. The risk of cancellations or just being jerked aorund are likely higher with blocked calls, and if your need for the business is less at the time, then I think it's reasonable to ignore.
