It always helps to call. Even though the phone number is listed for an "agency" there could be a number of reasons for that. I always like to call in advance anyway, as I make a lot of decisions based on how the individual (s) answer my questions, how they sound on the phone, etc. If it sounds too good to be true, it probably is, but I seldom have had a bad experience after talking to the guys in question.
