Tho I prefer older guys myself, I'm sure you would find plenty in a European city, especially London.

 

There are two reasons. The age for consensual gay sex is 18 in the UK and lower in some countries. And there are plenty of 'students' from overseas, particularly Brazil and South Africa, working in London.

I would also mention Prague but with a large caveat as many of the twinks found in the more popular gay clubs are somewhat dangerous (drugs). BUT they are all within the range of 18-22 (some look even younger, but the owners seem to think or swear they are at least 18.)

 

In other cities in Europe you can find these younger guys - many from Brazil or other Latin American countries or more often than not from Central and Eastern Europe.
