"Justin" or "AmazingJustin" based in Seattle apparently in DC, for real?

I saw this kid's post on CL and was intrigued.

His photo looks very good and he is literally right around the corner from me based on his ad. He claims to be in school in Seattle but is "here" for the summer. Here being the DC area.

 

The response I received to my email was somewhat generic and mentions that he is "downtown" which does not jibe with his ad. He included his website:

The website looks pretty good. But in order to arrange an appointment he apparently requires you to use some sort of adult verification system to access his schedule. That AVS costs something like $40 a month. So that is a pretty big red flag right there. His rates are also way too good to be true. $100 in, $150 out. For a hot, young twink (which are in very short supply around here for some reason) that seems to be way too cheap.So that is big red flag number 2.

 

So, whaddya think? Is this just a scam like it appears to be?
