Highest I got, on the Argentine side, was San Antonio de los Cobres on the Tren a las Nubes. People might want to put off a vacation in Argentina for the next few days, though. Check the papers (like the NY Times). If you read Spanish, check the main Argentine papers on line, at http://www.clarin.com.ar and http://www.lanacion.com.ar. The Argentine economy just melted down, the people have taken to the streets, there's been looting of supermarkets and other rioting, and the President just resigned. I don't think it'll be dangerous for visitors, but you need to keep your eyes and ears open, and ask your Argentine hosts for their read on things. By the time you arrive, there may have been a devaluation, which will make your dollars go farther. Also, in Argentina these things tend to be like spasms, then they wear themselves out.

 

Your hike sounds a bit more strenous than I'd be up for. Riding up to 14,000+ ft. on the Tren a las Nubes was fine for me. Almost as good as being carried up by a bunch of hunky porters in a sedan chair (I guess this indicates that being a queen is both nature AND nurture!). In any case, have a really great time!
