You said you plan to visit for the culture and history.  There is plenty of that in Vienna.

Of the many museums in Vienna, the Belvedere is the best, in my opinion.  There is so much to see. 

You did not say what time of year you plan to visit Vienna. 

If you visit Vienna in the summer time or when the weather is not too cold, there are hustlers in the Stadt Parque along the river bank.  If you enter the park close to the Hilton Hotel, after entering the park, look to your left toward the Hilton Hotel.  Then, look to your right, about a half mile away, you will see another tall building which is the Intercontinental Hotel. 

Those hotels are your landmark guide for finding the area to find outdoor hustlers.  

In between those hotels, on the lower walkway along the right side of the river one usually finds many hustlers when the weather is not too cold.  If you do not speak German, you might not want to engage hustlers in the park.  

If you choose not to visit the park, there is a gay bar/restaurant that is sometimes good and sometimes lousy for meeting hustlers.  The place is called Cafe Rudiger -  https://www.travelgay.com/venue/cafe-rudiger/  Even if you do not speak German or speak the language of the hustler in the bar, you can use your phone to translate any arrangement you might wish to make.  

Moreover, there are many hustlers advertising on the internet at https://www.romeo.com/

In the Ringstrasse at the Opera there is a huge screen at the Opernhaus.  In the evening, if you choose not to go inside the opera, the huge screen outdoors shows what is playing on the screen indoors.  There is seating outdoors and there is no charge to sit outdoors and watch what is playing inside on stage.

There is another restaurant that I like when the above restaurant is not available which is only a couple of blocks from the above restaurant - Figlmueller - https://www.figlmueller.at/en/  Figlemueller is usually very busy and rushed.  

Lastly, quite near the above two restaurants is Vienna's interpretation of a sauna (not at all like Brazilian saunas or the saunas in Barcelona (Thermas) or in Zurich (Paragonya).  Vienna's sauna is very near the two restaurants described above.  Vienna's  sauna is quite beautiful and historic and has a restaurant open to anyone, not just gays frequenting the sauna.  There is a sign at the entrance of the sauna that says prostitution is prohibited, but the sign is not enforced.  If you have been to the hustler sauna in Barcelona (Thermas) you will see a similar sign prohibiting prostitution which is also ignored.     https://www.tripadvisor.com/Attraction_Review-g190454-d2397805-Reviews-Kaiserbrundl_Herrensauna-Vienna.html

While the sauna is quite nice, I do not care for it as I like the saunas in Brazil and Barcelona and Zurich.  The Brazilian saunas and the Barcelona and Zurich have a large mixture of hustlers and many are Brazilians and/or darker skinned hustlers.  However, in Vienna, the hustlers are predominately lighter skin (Eastern Europe) which means that many are very light skinned and blonde which is not interesting to me but interesting to many who visit the sauna.

Do you know anything about the following venues?

Eagle bar, Gentleman's secret, Hard on.

Rudiger is a hustler bar and is supposedly open every day.  Sometimes you can meet some great guys there and sometimes the place is not so good.  It depends on luck and time of day or night you go there.  Also, there is paid hustler action in the back of the bar.  Read the reviews of the place in my earlier link.  

I mentioned Rudiger in my earlier post.  The address and web address are there.  Some people like the place and other do not.   A few years ago, I hated the place because it was so crude and the hustlers were too aggressive.  Now, over the past couple of years, there are some nice handsome hustlers that frequent Rudiger's.    

When you go to Vienna (Wien), the sauna I mentioned is called Kaiserbrundl.  In your question you wrote (Herrensauna) which is merely German words that translate to "a sauna for men."   Their website includes those two words (in German).  The sauna is referred to as Kaiserbrundl by locals.  I do not go there often except when I am in Vienna and a friend wants me to accompany.   I do not know the busy times at the sauna.   I always went in the late afternoon when the sauna was busy.  Like I wrote in my post above, I do not care for the sauna but it is nice and quite beautiful and it has a nice restaurant.  If you like blonds, you will be very happy if you visit that sauna.    

Eagle Bar is not a hustler bar.  I was there only once.  Many of the guys there are into a fetish and leather and sorts.   Not my thing.  

Gentleman's Secret is not a bar.  It is a sex shop.  There is a lot of cruising there.  I do not care for the place but many do.  

I never heard of the place you mentioned, "Hard on".

If you visit Vienna, depending on what your expectations are, you will have a great trip if you include culture in your time there.

Thermas management is upfront about it and even asks clients if they know the place at entrance to avoid misunderstandings. But the saunas you are talking about seems just like a normal sauna if I understand it correctly.
